Board Hears Early Construction Details of Fall Tax Call

While several steps still lie ahead of the Winn Parish School Board before future construction plans for the Consolidated District 12 (Winnfield & Atlanta) are in-hand, the public got its first glimpse of the direction being considered during Monday’s committee session with representatives from Volkert Construction.

At the center of the plan is Winnfield Primary School which currently handles grades kindergarten through Grade 4 in an aging facility, built in 1941.  Volkert VP Marco Gonzalez showed members that at today’s requirements and cost, a replacement stand-alone K-4 facility here would run about 75,000 square feet which as an estimated $350 per square foot and would outstrip the $25 million maximum the board could borrow.

Asked about that maximum, Supt. Al Simmons answered that this is a statutory limit, being 35% of the assessed property valuation within the School District No. 12.  It can’t be negotiated.

Gonzales then showed members that an affordable option could lie in “building into something you already have.”  Here he’s talking about building a shared facility at Winnfield Middle School (circa 1979).  While most of the new construction would be specific to the Primary School grades, there is some (he cited the gym and kitchen) where existing WMS facilities could be shared.  He estimated new construction at around 40,000 square feet.

As the board moves forward in its planning process, Gonzales said one option could be moving Grade 8 from WMS to WSHS, in doing so creating more classroom space for the merged WPS Grade 4 students.

Each of the three Volkert representatives stressed the importance of hands-on board involvement in keeping the public informed of what the plans are as they face the fall election.  “The public will want to know what they are voting on.”  They shared cases where issues might have passed if the voters understood.  They suggested that members meet with civic clubs, church groups, parent groups, and media to explain the benefits.

The board heard that due to costs, they typically would not engage an architect until after a tax is approved by voters.  However, an architect may be willing to provide drawings to show what construction could look like and this could be used by the board during the public educational phase.

If a fall election is called and is successful, the timeline would probably have bonds actually sold around March.  Design process is about one year while construction is another two years.  Best timing would have the new school complex completed by the start of school in August rather than forcing a mid-year student shift.

Simmons concluded “we’re several steps away” from having a complete plan for the district’s future.


Legislature to Consider Local Bridge Dedication to Honor Fallen Hero

Specialist Clayton James Horne

Police Jury President Frank McLaren announced at the April 21 meeting that an honor is coming to a former Winn resident after Rep. Jack McFarland presented HB174 to the legislature proposing the designation of the Hwy 167 bridge in Winnfield as the “Clayton Horne Memorial Bridge.”

Specialist Clayton James Horne was 23 when he died in an on-duty incident in Riyadh, Saudi Arabia, on August 17, 2019.  The soldier and Winn Parish Sheriff’s Office deputy served in the 251st Military Police Company of the 160th Military Police Battalion, an Army Reserve unit.  The unit was supporting Operation Inherent Resolve in the region.

Horne’s mother Susan Horne says on Facebook, “We are eternally grateful that Clayton’s sacrifice and the life he lived and gave will be remembered through this special designation.  We continue to covet your prayers and are so thankful for this wonderful community and country in which we live.  May God continue to bless us all.”

Field of 100 Turns Out Saturday to Run ‘Race for Chase’ 5K

It was a beautiful, clear Saturday morning of the Louisiana Forest Festival on April 26 and anticipation filled the air on Fairgrounds Road.

Runners gathered to begin the 5K Walk/Run in Memory of Chase McManus. This event was organized to raise money for the CRM ATV Safety Fund by Miranda Atkins and the Louisiana Forest Festival board. More than 100 runners came out to show their support. Many more were there to assure all was in place for a perfect event.

Miranda states “Organizing this event was near and dear to my heart. Chase and I both had a passion for running. I couldn’t think of a better way to honor him, than to have a race in his memory. The community showed up and showed out. The weather was beautiful, the cheers were loud, the miles were run, the love and support for Chase and his family was felt by everyone there.”

It was a great day and a great race. Miranda hopes to be able to make the “Race for Chase” a yearly event.

Major Efforts Produces Successful Forest Festival Here

Winn Parish saw another great Louisiana Forest Festival this past weekend as weather cooperated and organizers put in a huge effort to showcase forestry, the Number One industry that powers the local economy.

Activities got started Friday morning when the LSU AgCenter hosted 4-H Achievement Day combined with an intensive four-rotation Forestry Awareness program at the Fairgrounds.  Then downtown’s Main Street was the venue for the first revival of the once-popular Bed Races.  Successful Friday with just three entries, organizers in Kiwanis are hopeful the atypical competition will blossom in future.

Bright and early Saturday morning, some 100 runners (and walkers) plus a host of event organizers and supporters gathered on Fairgrounds Road for the first running of the “Race for Chase” 5K.  The event for runners and walkers of all ages honors the memory of Chase McManus, with proceeds funding a local ATV Safety Awareness training program.  Organizer Miranda Atkins projects that this will become an annual event.

The Forest Festival itself began at 8 with Opening Ceremonies held under the roof on “The Hill” and by that time, the Fairgrounds midway was already filled with the sights and sounds of the festival.  Covered booths with foods, gifts and giveaways were set up everywhere.  Regional timber companies displayed equipment and supplies and also had plenty more giveaways.  Music would arrive later as the day warmed up.

Timber Skills competitions were also shown off on The Hill for literally all ages for those taking part included everyone from young 4-H members to veteran TimberSports professionals including Melvin Lentz who has been a dominant figure in the Louisiana Forest Festival competitions since 1981.

The 4-H events led the way, with teams from Winn Parish and Vernon Parish vying for the annual honors in this state event using the non-mechanical tools of axes, saws, ropes and cant hooks of this historic industry.  Collegiate competitions followed, this year interspersed with the professional events.  Also non-mechanical, rivalry was seen between Louisiana Tech and Stephen F. Austin.

The professional TimberSports of course did combine mechanical (power saw) events with axe and manual crosscut saw events.  This portion of the show brought in not only local competitors but also many from across the country.


Bed Races Down Main Street Revived by Kiwanis After Decades of Slumber

DHS FFA lost a wheel before making the turn but still nabbed the “Spirit Award” from Kiwanis for their attitude and effort.

2025 Kiwanis Bed Races kicked off the Louisiana Forest Festival events in the middle of Main Street on Friday, April 25, reviving an exciting tradition that had lain dormant for years.  

Bed Races are a unique style of team racing consisting of four strong pushers, 1 crazy rider, and a racing bed with mattress and all. The Start/Finish line was at the Winn Farmer’s Market. The teams had to push their bed up the hill past the Winn Parish courthouse and turn around at the City of Winnfield Mayor’s office.  Then they ran back up and over that same hill past the Pharmacy Services and the Bank of Winnfield. 

The Dodson FFA and Winnfield FFA teams faced off in the first round. Nightmares for the Dodson FFA team as their bed lost a wheel on top of the hill. No one was hurt but some dreams were shattered with their mechanical woes. You could say their REM sleep was interrupted. So, the boys from Winnfield FFA came in hot with a time of 4:23 in the half mile race. They even took the time to obey City traffic laws by stopping at the South Jones/Main Street red light. 

With only a five-minute rest, these law-abiding young men from Winnfield FFA took on the ladies from Fierce Fitness in the second round. When these women stepped up to the line looking like Top Gun fighter pilots in purple outfits, the tensions rose at the starting line. Like a power nap, the teams went up and over the hill. The pink bed with its bicycle wheels wobbling looked like it was having night tremors and hot flashes as it coasted back across the finish line earning a cool Second Place trophy. 

Winnfield FFA dreams came true as they snoozed past the Fierce Fitness female fighter pilots to take the overall First Place trophy in the 2025 Louisiana Forest Festival Bed Races. Wait for it, the Dodson FFA team bed comes back down the hill on three wheels to officially complete the course which earned them the Honorable Mention trophy. With Dodson’s grit and Panther Pride in full display with decorated headboard and footboard, they also received the Kiwanis Spirit Award. 

The patrons in attendance were wide awake and cheering these teams on. Kiwanis members there helping organize the event were happy to see a good turnout. 

Daydreams went back to the days of old when businesses and industries across the Parish would challenge each other for head to head races, when the team members would dress up and perform dances in the street to their own music, and the team entries were in the double digits. Of course that was in the 90’s when VCR’s and Guess jeans were still cool. 

Next year, Kiwanis anticipates a larger lineup of teams with big dreams of taking home a Bed Races trophy.  And streets lined with fans viewing that fun.

Food Pantry Luncheon Held to Honor Longtime Volunteer Jane Purser

Volunteers at the Winn Community Food Pantry have stayed really busy this past month, helping out a larger than usual number of families, giving a little extra help to put food on the table.

But they were not too busy to take some extra time to pause on their Thursday workday April 24, to say “Thanks” to one of their most stalwart workers, Jane Purser, who has been involved with this community support program since its inception centered at First Presbyterian Church.

Each Thursday, volunteers begin handing out bags of groceries to the many who are signed up and who arrive at the church to receive their monthly allocation.  So on April 24, the volunteers came early, arriving at 11:30 with homemade food in-hand to lay out an honor luncheon for Mrs. Purser.

They noted that she is not just a pillar of support at the Food Pantry but an individual who has been involved in many aspects of the community.  She is an elder at First Presbyterian Church.  A retired educator (and even a one-time School Board member), she continues to have a passion for adult literacy and took her skills to inmates at Winn Correctional and also individuals who came to classes at the church.

She has been instrumental in a “Tuesday School” program, launched at First Presbyterian and now expanded to First Assembly.  She’s a longtime member of the Rotary Club of Winn where she served as president and was a key figure in the startup of Mardi Gras in Winnfield through the Krewe of Kingfish.


Remembering Eugene Dale Skains, Jr.

Eugene Dale Skains, Jr., passed away Saturday, April 12, 2025, of pancreatic cancer. He was born September 22, 1961, in Winnfield, LA, and was preceded in death by his parents, Eugene Dale Skains, Sr., and Barbara Arakaki Skains, as well as his wife, Annette Brigance Skains.

Eugene was talented, loyal and passionate in many areas and his life journey was marked with intelligence, humor and compassion. He approached life with honesty and integrity. In early adulthood he worked at upscale restaurants and discovered a lasting passion for cooking that brought him much joy. He delighted in nourishing others while making them smile and laugh. And if you ever tasted his dishes, then you have experienced his love.

He was a member of the First Presbyterian Church of Winnfield and was of service as a handyman to help support the good works of that community. Eugene was also a devoted member of the MC Confederates motorcycle club and held leadership positions to promote the rights of motorcycle riders and to share camaraderie and love for riding and the open road.

Those who loved him deeply and miss him greatly include his son, Steven Skains and wife Britney of Malvern, PA, his grandchildren, Xander, Aniken and Zenna, his great grandchild, Jeriah, his siblings Russ Skains of Bossier, LA, Peggy Skains of American Canyon, CA, Fran Kilburg of San Diego, CA, Mary Munsinger of Berthoud, CO, Linda Fitzgerald of Winnfield, LA, his cherished partner Dee Carpenter, eight nieces and nephews and his best and devoted furry friend, Moe.

A celebration of life will be held on April 26th at the First Presbyterian Church located at 302 S Bevill in Winnfield at 2 p.m. with Dr. Elizabeth Foy officiating. In lieu of flowers please bring humorous stories and warm remembrances to share about Eugene.


Chuck Curry, Assistant Chief of Police, Speaks to Kiwanis

Chuck Curry actually started his police career at the age of 19. However he went into the army and then came back to Winnfield and rejoined the Winnfield Police Department. He has been in the department for 24 years and became Assistant Chief of Police in August 2024 when Russell Jones retired. 

One of the things that has happened since his tenure began was the reopening of the jail in February 2025 after its closure for 4 years. They are only open at half-capacity due to air conditioning problems that will be fixed in the near future. There are 17 inmates at the present time. Curry realized that the department was spending a lot of money to house inmates in the parish detention center. 

Then Curry opened for questions so he could speak about what Kiwanians wanted to know. Of course, the first question had to do with the traffic cameras. There is one stationary and one hand-held. Since the program was instituted in October there have been 3248 notices sent. In the first few months ticket money was about $5000 per month. In the past few months that amount has gone down to $1500 – $2000 per month. There was a safety issue in front of Mac’s grocery and also at the intersection of Hwy 167 and Hwy 84. The number of accidents has decreased dramatically. Curry pointed out that there are three 35 mile-per-hour speed zone signs before you get to the camera. The money that the department receives from tickets goes into a special account and is supposed to be spent on public safety. 

A question was asked about how Winnfield salaries compared to other cities. An untrained officer starts at $12/hour. After 12 months they are eligible for supplemental pay but they have to be certified. They also have to pass a physical and the civil service test which is mostly common sense. Once they meet the requirements they go to the Police Academy. The police department has 13 full-time officers, 2 part-time officers, 4 jailers, 6 part-time jailers, 4 dispatchers and 1 part-time dispatcher. 

The police cars come from Enterprise Rental along with other city vehicles. They are in good shape and are turned in after 3 years. 

The last question was “what about the children?” We need to provide something for children in our community to do. This is an even bigger issue now that the children only go to school 4 days a week.

Rotarian Thomas Little Shares Road to Success of WSHS Tigers 2011

According to Rotarian of the Day and guest speaker at the Winnfield Rotary meeting on April 23, the 2011 Winnfield Tigers football team was the best ever to play for Winnfield Senior High School. As you might guess, the speaker, Thomas Little, was a member of the team which played in the State Finals in the Superdome, and was the first team to compete in the finals since the 1982 Tigers won the state championship.

Little said the team’s road to success in 2011 began in middle school when Brian Savell taught him and his teammates the fundamentals of football, along with discipline, a serious work ethic and good sportsmanship. Indeed, the Winnfield Middle School’s 8th grade team was undefeated in 2007.

Four years later, in the senior year of those same players, the high school was undefeated until the state championship game against John Curtis Christian School in New Orleans, a private school which has won the most LHSAA state championships in Louisiana football history.

Little attributed much of the team’s success to head coach Andy Pyles, who was energetic, encouraging, and had high expectations of every player. “He loved on all the boys on the team, from all different backgrounds,” says Little, and had a gift for motivating each team member in whatever way that boy needed. Of course, Coach Pyles had an outstanding and talented staff as well.

Keys to the team’s success were the outstanding talent of all 22 of the first-string players, which allowed the second string to get almost as much time on the field as the first string. In addition to a high scoring offense which put no fewer than 24 points on the scoreboard against every team except John Curtis, the defense caused many turnovers and held most of the opposing teams to 20 points or less except in the quarter finals against Episcopal and the final.

Losing the final game John Curtis in the Superdome was a heartbreaker for the team, but not a surprise considering John Curtis’s record of 28 state championships. The Tigers finished the season 14-1, with the most all-state players ever from a Winnfield team—five on the first all-state team and three with honorable mentions.

From a school the size of Winnfield, an amazing fourteen players on the 2011 team went on to play college football, with a few going on to the NFL. Anyone care to challenge the assessment of the 2011 WSHS Tiger football team as the best ever?


Signup for Library’s Summer ‘Color Our World’ Opens Tomorrow

Participants combine fun and learning during the library’s summer programs.

Winn Parish Library has announced that registration for its Summer Reading Program with the theme “Color Our World” will open tomorrow, May 1, and extend all the way through July 11.

Open to all ages at all branches (Winnfield, Atlanta, Calvin, Dodson and Sikes), the summer Reading Program will feature various rewards at all age levels.  Those age brackets will be up to age 11, up to age 12, ages 13-17 and ages 18 and older.  

Participants are encourages to register at any branch or online then track their reading progress “one color at a time.”  All books need to be checked out from a Winn Parish Library branch.  Every 15 minutes of reading allows a mark on the reading log.  July 11 is the final day to turn in summer reading logs to be eligible for a Grand Prize drawing.

Summer fun will also get underway during the month of June with returning favorites like Cowboy Bob and Harvey Rabbit as well as great programs from regulars Shannan, Pedro and Nathan Roberts.  Be sure to check the library website for details.

East Winnfield BC Sets 3-Day Garage Sale Starting Tomorrow

East Winnfield Baptist Church will hold a large indoors garage sale this Thursday through Saturday, May 1-3, to benefit the church’s Youth Program.  Sale times Thursday and Friday are 8 a.m. until 4 p.m. while Saturday is 8 a.m. until1 p.m.

The sale will be in the Fellowship Hall, the white building located behind the church so this big event will be held “rain or shine.”  Featured will be lots of furniture, clothes, dishes, shoes and much more, too much to list.

Also offered for sale will be BBQ sandwiches and homemade cookies, while they last.  All proceeds will go towards allowing the youth to attend camp this summer.
