Capital Briefing From District 22 State Rep. Gabe Firment

It’s not often that I agree with “Crazy Bernie” Sanders, the radical leftist Senator from Vermont, but I am in complete agreement with his recent comments at the 2020 Democratic National Convention that the “2020 presidential contest is the most important election in modern American history”. Perhaps no issue more clearly illustrates the stark contrast between the Democratic and Republican platforms than the parties’ official stances on the constitutional right of the American people to keep and bear arms. Democratic presidential nominee Joe Biden has clearly documented his intent, if elected, to wage war against the Second Amendment. Mr. Biden’s full plan to eviscerate the Second Amendment can be found on his website – https://joebiden.com/gunsafety/.

Highlights of the former vice-president’s plan include banning the manufacture and sale of so-called “assault weapons” and “high-capacity magazines”, restrictive licensing and registration measures, intrusive and repressive background checks, ending online sales of firearms and ammunition, and legislation requiring mandatory safe storage of guns inside private homes. Biden’s plan makes it clear that he intends to wage this war against the Second Amendment by wielding the power of governmental agencies such as the Federal Bureau of Investigations(FBI), Bureau of Alcohol, Tobacco, and Firearms(ATF), Centers for Disease Control(CDC), and the National Institutes of Health(NIH). He also states that he would use executive authority to ban firearms, and there is no question that he would also appoint federal judges and Supreme Court justices who agree with his totalitarian anti-gun agenda.

Make no mistake about it – Joe Biden means what he says about taking our guns. In his nearly 50 years of crawling through the swamp of Washington D.C. politics he has proven that he has no regard for the Second Amendment of the Bill of Rights. There is little doubt that he will be even more brazen in waging his personal war against guns now that he and the Democratic Party have completely sold out to the demands of left-wing extremists who hate America such as Sanders, AOC, Ilhan Omar, and Ayanna Pressley. Biden frequently brags about his role in passing a 1994 bill that banned commonly owned semi-automatic firearms, an infringement on our rights that thankfully expired in 2004 under Republican leadership in the White House. Recent statements by Mr. Biden indicate that he would like to ban “military style weapons” including pistols with 9mm bullets that can hold 10 or more rounds”(Seattle Times).

If you currently own what Biden would define as an “assault weapon” or “high capacity magazine” you would be forced to sell your weapons to the government at a price they mandate, or forced to register them under the National Firearms Act. The number of firearms free citizens can purchase would be limited under the Biden plan, and state and local governments would be given grants from the federal government to establish processes requiring the licensing of all individuals prior to purchasing a gun. One of the most radical components of the Biden plan calls for 100% of firearms to be “smart guns” that require sophisticated technology that would only allow a firearm to be used by someone authorized to do so by the government.

Perhaps the most disturbing piece of the Biden/Harris gun control plan involves passing legislation that would hold adults criminally and civilly liable for allowing minors access to a firearm, regardless of whether or not the minor actually gained possession of the weapon. Biden’s legislation would likely seek to impose criminal penalties on gun owners who did not store their weapons inside their private homes in accordance with government-imposed restrictions. Let me be clear, it is my unequivocal belief that the Second Amendment right to keep and bear arms extends to my minor children who have been properly trained to handle and operate firearms. My 12 year old son knows where every gun in our home is located, he has access to them, and I pray that he will use them if necessary to protect his life, his family, and our private property if forced to do so.

What you will not find in the Democratic platform is protection for the most vulnerable in our society, those who cannot fight to defend themselves – the unborn. It is quite ironic that the political party that claims to advocate for the poor and downtrodden amongst us cannot find the moral courage to stop the evil practice of abortion that disproportionally targets the unborn children of minorities. Just as puzzling is the ridiculous assertion of many prominent Democratic leaders that we should defund law enforcement AND inhibit the right of law-abiding citizens to possess weapons to defend themselves.

There is one statement on the Biden/Harris website that I can agree with – the 2020 Presidential election is described as a “Battle for the Soul of the Nation”.   Nothing illustrates this more clearly than the war Joe Biden and the Democratic Party have declared against our Second Amendment right to keep and bear arms. This war against guns strikes at the heart of our most basic constitutional and God-given rights enumerated in the Declaration of Independence: life, liberty, and the pursuit of happiness.  With less than 3 months to go until the Presidential election I pray that the citizens of Louisiana and our great nation will listen to the wisdom of Thomas Jefferson, the man who famously authored the Declaration –  “Do you want to know who you are? Don’t ask. Act! Action will delineate and define you.”

Blessed – Hallmark Moment

The Hallmark Channel and I have a complete love-hate relationship. If you have even seen one of their movies then you are acutely aware of the plots for which they are famous. As cringeworthy as they can be I have seen every single one of them at least three times and literally count the days until their Christmas marathons.

Depending on the type of mood I am in that day or how I am feeling about my personal singleness… I am either watching with loving and hopeful eyes or rolling my eyes and feeling slight disgust. Or, envy? I cannot pinpoint which. Regardless, these movies can be a bit overwhelming if you are not in the right mental space. 

One particular Sunday a few weeks ago I was knee deep in a Hallmark slump when I suddenly remembered that I needed to make a trip to Lowe’s in Alexandria to return an item. My youngest daughter was with her father so it was going to be a solo trip. Once I arrived there was a huge thunderstorm that kept me circling the parking lot until it passed or I found a parking spot closer to the door. 

The thunderstorm appeared as though it was going to stay a while so I found a spot that should have caused minimal exposure to the storm. An umbrella was nowhere to be found so I braved the elements and ran inside. Once inside the store, I made my return and found a few more items that I needed around the house. It was nice to just stroll and look without being rushed or having to hurry back for any particular reason. 

The storm had passed so it was time to checkout and leave. 

As luck would have it, when I was exiting the store, it began to rain again. I started walking a little faster in hopes of not becoming completely drenched. Just as I was picking up speed a wheel got stuck in a tiny pothole in the parking lot and I lost control of my buggy thus losing my new outdoor cushions that I had just purchased. As I bent down to retrieve them I had to keep one foot on the buggy as it was starting to roll away with the wind. 

It was the clumsiest sight you have ever seen and I was so grateful no one witnessed my embarrassment. Or so I thought. 

When I was heave-hoeing the contents back into my buggy I noticed a man walking in my direction. He obviously worked at the store and you could tell he was caught in the rain as well. He looked to be around my youthful age and he also had a really nice deep tan, a few masculine type tattoos and a very handsome face. Mind you, this was all noted within a few seconds and it was raining at the time. 

While you could tell he was headed back to the store he was clearly making eye contact with me and I just imagined he was on his way to assist me with my current situation. He must be a complete gentleman. I was getting closer to my vehicle and he was still smiling and approaching me. I couldn’t help but wonder if this was going to be a, “Hallmark Moment.”

Sweet and handsome home improvement store worker rescues beautiful lady in the rainy parking lot who is in distress. What a precious story we would have to tell all of our friends. I had this whole movie plot playing in mind as I have watched way too many of these cheesy movies on lonely weekends. 

The closer he got the more curious I became. He was smiling, I was smiling. But…….Once he opened his mouth and spoke it was as if the world momentarily quit turning….and not in a good way. 

He very bluntly said, “Ma’am, you are parked in the curbside parking spot and you will need to move your vehicle as soon as possible.” 

The parking lot policeman was not as handsome as originally thought and he was actually a little rude as he took too much pleasure in telling me to move my car. I was feeling slight embarrassment at the ridiculous scenario but it did not steal my hope.

It was also a stark reminder that more than likely my Hallmark moment will not be found anywhere outside of the love story that God has written for me. God is still working on me in countless areas of my life and he is still healing wounds that took many years to accumulate. 

Right now, he is the only thing I can put my trust in. His words always stand true. His true love never fails. I do believe that as long as I keep my eyes fixed on him then the rest will fall into place in his timing and not my own. What he has in store for his children is something way more amazing than any Hallmark moment.

Gov. Edwards Declares Emergency Exists for November Election in Louisiana

Cautions that Current Emergency Elections Plan is Not Sufficient to Protect Public Health

Gov. John Bel Edwards signed an executive order on Aug. 18 declaring that an emergency exists for Louisiana’s November election because of COVID-19, while also acknowledging that the current emergency election plan from the Secretary of State does not go far enough to protect public health.

The emergency declaration, which must be requested by the Secretary of State and granted by the Governor, allows the state to move forward with emergency plans to support the election and take into account health and safety issues that might affect voting.

Without the Governor’s approval, the Secretary of State’s plan cannot be implemented, even with Legislative approval. The Governor does not support the Secretary of State’s plan because it does not follow guidance from public health officials and does not provide for absentee mail-in voting options for people who are at high risk for suffering serious issues relating to COVID-19, those who have been exposed and are in quarantine and those who are caregivers for immunocompromised individuals.

Gov. Edwards said:

“I want to be crystal clear: you should not mistake me declaring an emergency for this election as approving of the Secretary of State’s election plan, because I do not. I believe that we need emergency procedures in place for this election. I do not believe the Secretary of State’s current plan goes far enough, because it does not take into account the seriousness of this global pandemic and the health and safety of the voters. Simply put: voting should not be a super spreader event.

The current plan includes no exemptions for people who are at high risk for getting ill from COVID or those who live with and care for these people. And, most seriously of all, it doesn’t offer an option for someone who has known exposure to COVID-19 and is in quarantine to vote by mail. So, people who have been advised by doctors not to leave their homes to avoid potentially exposing others would instead either have to not vote in the election or would have to go against the advice of public health experts and leave their homes.

This puts all of us at risk. From our poll workers to our voters, people must have the confidence that they can safely vote. We need to find a solution that works for the public health of our people and also for the health of our democracy. We had an election plan for the past two smaller elections that worked by expanding early voting but also allowing for an expansion of absentee mail in voting. That we wouldn’t continue this for November’s election – the highest profile one of the year – makes absolutely zero sense to me.”

13.9 Million Americans to Receive IRS Tax Refund Interest; Taxable Payments to Average $18

This week the Treasury Department and the Internal Revenue Service will send interest payments to about 13.9 million individual taxpayers who timely filed their 2019 federal income tax returns and are receiving refunds.

The interest payments, averaging about $18, will be made to individual taxpayers who filed a 2019 return by this year’s July 15 deadline and either received a refund in the past three months or will receive a refund. Most interest payments will be issued separately from tax refunds.

In most cases, taxpayers who received their refund by direct deposit will have their interest payment direct deposited in the same account. About 12 million of these payments will be direct deposited.

Everyone else will receive a check. A notation on the check − saying “INT Amount” − will identify it as a refund interest payment and indicate the interest amount.

By law, these interest payments are taxable and taxpayers who receive them must report the interest on the 2020 federal income tax return they file next year. In January 2021, the IRS will send a Form 1099-INT to anyone who receives interest totaling at least $10.

This provision is different from the long-standing 45-day rule, generally requiring the IRS to add interest to refunds on timely-filed refund claims issued more than 45 days after the return due date.

Instead, this year’s COVID-19-related July 15 due date is considered a disaster-related postponement of the filing deadline. Where a disaster-related postponement exists, the IRS is required, by law, to pay interest, calculated from the original April 15 filing deadline, as long as an individual files a 2019 federal income tax return by the postponed deadline − July 15, 2020, in this instance. This refund interest requirement only applies to individual income tax filers − businesses are not eligible.

Interest is paid at the legally prescribed rate that is adjusted quarterly. The rate for the second quarter ending June 30 was 5%, compounded daily. Effective July 1, the rate for the third quarter dropped to 3%, compounded daily.

Where the calculation period spans quarters, a blended rate applies, consisting of the number of days falling in each calendar quarter. No interest will be added to any refund issued before the original April 15 deadline.

State Police Issue School Bus Safety Guidelines

As many schools across Louisiana are beginning their new school year, Louisiana State Police would like to remind motorists, parents, and students to put safety at the forefront of their daily activities. Due to issues revolving around Covid-19, different school districts may choose to stagger times for students to arrive at school. Motorists need to drive with extra care and be mindful of school zone speed limits, children walking or biking to school, and school buses loading or unloading children. 

A school bus is designed to be the safest vehicle on the road, but the greatest risk to our school-age children is the loading and unloading of children at bus stops. As a reminder to motorists, all vehicular traffic must stop no less than 30 feet from a school bus when the bus’s stop signals are activated. A vehicle approaching a stopped school bus from the opposite direction does not have to stop when traffic is separated by a divided median.  However, drivers should always remain cautious of children boarding or exiting the bus.

Additionally, motorists are encouraged to remember that:

•Normal school zones are generally in effect on school days, Monday through Friday, from 7:00 a.m. – 9:00 a.m. in the morning and from 2:00 p.m. – 4:00 p.m. in the afternoon. Due to Covid-19, these times may vary depending on location. 

•Louisiana Law states that no person shall operate any wireless communication device while operating a motor vehicle during the posted hours within a school zone. School zones across Louisiana are hands-free zones, so put that cell phone down while driving

• School crossing guards have the authority to direct vehicles through intersections when traffic lights are red and to stop vehicles when the traffic lights are green. Motorists who are approaching school zones are urged to pay attention to the school crossing guards for hand instructions.

Rotary Club of Winnfield Welcomes Polio Survivor as Speaker

Speaker at Rotary on Aug. 12 was Freda Billings of Bogalusa who at age 3 months contracted the polio virus in 1951. With her is friend and Rotarian Kiah Beville. Worldwide eradication of polio has been the cornerstone project for Rotary International since the mid-1980s.

In the mid-1980s, we as Americans believed we’d beaten polio. That was mostly true in the western hemisphere but on the other side of the world it was another story. Some 1,000 children a day or 350,000 each year were contracting this crippling disease while at the same time many young people here weren’t even aware of the term “iron lung” or what the disease “polio” had meant to kids in the 1950s.

But Rotary International believed that with the oral vaccine as available and cheap (50 cents) as it was, Rotarians ought to immunize every child in the world and rid the planet of polio once and for all. They started and despite the fact (or perhaps because of the fact) that the needed time and cost were greatly underestimated, they kept pushing and now stand on the brink of success thanks to “Polio Plus” efforts.

But what would polio have meant to you, as an individual, if you’d been one of the 30,000 American children annually to contract this disease during its peak years before the Salk and Sabine vaccines were introduced? Freda Billings, a polio survivor and a Bogalusa friend of Rotarian Kiah Beville told her story to the Rotary Club of Winnfield on August 12.

(In the decade from 1949 through 1958, some 277,000 Americans, mostly children, contracted paralytic polio. There were 16,000 polio deaths reported).

Freda Billings walks with a limp and a smile. She’s certainly not “handicapped” and only recently heard the term “polio survivor.” She attributes much of her can-do attitude to her parents who encouraged her to do anything she wanted, including playing tag on the school playground with the full realization that with her steel braces, she’d most often be “it.”

“I don’t think about having polio until someone asks. I wore braces but felt fortunate when I’d see other children with polio when we’d go to the health unit. Some had crutches, some were in wheelchairs and a few were in an iron lung.” Born in July 1951, Freda contracted the poliomyelitis virus at age 3 months.

It was at that health unit that Freda was cared for by Dr. Mary Sherman, a world-renown orthopedic surgeon who volunteered time at the clinic to assist polio children. When she was 12, Freda underwent successful surgery by “Dr. Mary” who inserted a steel staple that allowed the child to lift her right foot and leave behind her braces. “She gave me the chance to wear real shoes.”

A second surgery was planned one year later but Dr. Sherman was brutally murdered shortly before the scheduled date. That crime was never solved. A book brought by the speaker, “Dr. Mary’s Monkey,” suggests that the doctor whose primary area of study was cancer was researching the charge that millions of the early oral vaccines were tainted with a second virus. .

Freda concluded, “Polio never defined me and for that I am thankful. I congratulate Rotary for its 35 years of fighting polio. Don’t stop now. Keep after it. One concern I have is all the young mothers who won’t let their children be vaccinated. They are setting us up for an upswing in other diseases.”

 

My Opinion – Silent Majority Not Kneeling For Anything But God

America was founded by people who refused to kneel or bow to anything but God.  I would have thought that point had already been made by our American history. 

We didn’t kneel to the British during the American Revolution, we did just the opposite.  We defeated them and their tyranny and created our own new country.  We certainly didn’t kneel to Hitler and his evil spread of Nazism, we did just the opposite.  We defeated him and crushed the Nazi menace, freeing the world.  And, during the extended Cold War period, we didn’t kneel to the spread of communism by the Soviet Union, we did the opposite. We economically and militarily broke that country.   America has also thwarted and rebuffed many other instances of tyranny and oppression worldwide too numerous to list here.  Likewise, we are not now kneeling to the insanity occurring in the country today as the result of a false narrative of “systemic racism” and “white guilt.”

Originally, we were told that the kneeling in sports venues across the country was “in protest of racial injustice.”  (Please recall how former NFL quarterback, Tim Tebow, was harshly criticized for kneeling in prayer, while Colin Kaepernick is widely praised).  However, we are now well past demonstrations protesting the death of George Floyd and calling for police reforms.  That early effort was replaced by the rioting and destruction we witness daily—a mob-driven force whose threatening demands include defunding police, eliminating law and order, and undermining the legal and political framework of our society—enabling this chaos and anarchy.

Antifa and Black Lives Matter are engaged in domestic terrorism.  This conduct has been embraced and enabled by a national Democrat Party that calls them “peaceful protestors.”  BLM has proudly admitted “we are trained Marxists.”  BLM is headed by people who seek to tear down our form of government and free-market economy and replace it with some form of socialism, which is almost always a precursor of communism.  One of its leaders stated in past months that, “if America doesn’t give us what we want, we will burn down this system.”

We have watched athletes, entertainers, corporations, and others be cowed, quickly fold, and grovel when attacked by BLM/Antifa and the national media for their perceived failure to adequately “apologize” for racial injustice and white “privilege.”  We have also watched regular, hard-working Americans lose their jobs merely because they voiced a dissenting opinion or did not immediately offer sufficient self-loathing and public contrition for America’s “sins.”  It is timely to recall the words of Frederick Douglass: “Liberty is meaningless where the right to utter one’s thoughts and opinions has ceased to exist.  That, of all rights, is the dread of tyrants.  It is the right which they first of all strike down,” Douglass said in a speech in Boston in 1860

They demand we kneel; to genuflect—a solemn gesture that for centuries has been used to demonstrate faith in and worship of Almighty God—in order to appease these American terrorists.  No.  Not now.  Not ever.  This is tyranny.  This suppression of speech is what a dictatorship looks like.  Americans don’t bow and kneel to tyrants.  We defeat them.

Remember This? Happy Birthday Mennie!

At about 9:30 p.m., July 27, 1975, 33-year-old bank teller Mennie Person was walking by a car dealership called Madison Cadillac when she spotted a unique, custom-made, Cadillac parked on the lot.  She and her husband, Troy, were Cadillac fans.  They owned a 1974 model and were familiar with the 1975 models, but this one was unlike anything she had ever seen.  She was not in the market to buy a new Cadillac, she and Troy were still paying on the one they had, but she just had to get a closer look.  What would it hurt? 

Mennie got closer to the car and noticed that one of the windows was lowered.  She stuck her head in and was admiring the car when someone walked up to her from out of the back parking lot.  The man asked her if she liked the Cadillac, and she said she liked it very much.  The man thanked her and said “That one’s mine, but I’ll buy you one.”  Mennie’s mouth fell open.  She said she and her husband already had a Cadillac and would not be able to pay for a second one.  He explained that he was paying for the car.  It was to be his gift to her.  Mennie was in shock.

The man gently took Mennie by the arm and escorted her to the back parking lot from which he came.  Dozens of brand-new shiny Cadillacs sat waiting for their new homes.  Mennie and the man looked at the different models for just a few minutes.  The man turned to Mennie and told her to “pick one out.”  Mennie was still in a state of shock.  Why would a man she had never met buy her a brand-new Cadillac.  The man patiently waited as Mennie selected a gold and white Cadillac Eldorado.  It listed for about $11,500, which, adjusted for inflation, is just under $50,000 in today’s money.  The man motioned for someone to bring him the keys.

Mennie, still in shock, made small talk with the man.  She thanked him several times and told him that the car was a wonderful birthday present.  Her birthday was just two days away.  Within just a few moments, the man handed Mennie the keys to her brand-new Cadillac and wished her a happy birthday.  The man assured her that all of the paperwork would be taken care of for her.  Since her birthday was coming up, the man handed her a check for an undisclosed amount “to buy some clothes to go with the car.” 

When Mennie mentioned again that she and her husband already owned a Cadillac, the man told her to keep it or to give it to her husband.  She could do whatever she wanted with either Cadillac.  As Mennie provided the necessary information to the dealership to have the vehicle titled in her name, she thought it was too good to be true.  If it was true, would anyone believe her? 

Mennie had never met the generous man who bought her a brand-new Cadillac of her choice, wrote her a check to buy new clothes to go with it, and wished her a happy birthday, but she certainly knew of him.  Everyone, it seemed, knew of him.  Mennie did not need to worry if anyone would believe her.  On her birthday, newspapers around the world shared the story of how Mennie just happened to be in the right place at the right time to receive the generosity of a king.  His name was Elvis Presley.

Grass Roots Community Group Meets to Discuss Ways to Address Winn Parish Drug Problem

A Facebook group started by a local business owner; Mandi Stevenson met in person last week to discuss ways the community can address the drug problem in Winn Parish.

Let’s Get Rid of the Drugs” was started by Stevenson in desperation.” I started this group because I needed help with getting my daughter out of a known drug house in Winnfield,” said Stevenson. “I called the Winnfield Police Department and the Winn Parish Sheriff’s Office, and no one was willing to do even a welfare check,” she stated at the beginning of the meeting that eight people attended.

The group identified concerns and possible ways the community can address them. 

  • Law enforcement seems to concentrate on jailing drug users, not drug dealers.
  • Known drug dealers are “informants,” so they are never arrested.
    • What information are the “informants,” providing if no substantial drug arrests are being made in the cities and Winn Parish?
  • Children live in known drug houses. What about their safety and well-being?
  • Outside police agencies have been contacted, such as the US Marshall’s Office and the Louisiana State Police. We were told that they have to be invited in by local law enforcement. Why doesn’t local law enforcement invite outside agencies in to help?

The group came up with action steps as well. A three-pronged approach was discussed starting with children’s programs, next addressing the actual drug dealing issue as well as developing drug rehabilitation and post-rehabilitation transition programs for addicts.

Tasks were assigned to attendees, and another meeting will be scheduled soon. “I want to invite anyone interested in helping to attend, city and parish law enforcement, the DA, DCFS, anyone who can help said, Stevenson.” “The drug epidemic has touched every town and almost every family in this parish. It’s going to take all of us working together to solve this issue that is tearing our families and our parish apart,” concluded Stevenson.

Pilot Club of Winnfield = Friendship and Service

The Pilot Club of Winnfield celebrated the beginning of the 2020-2021 year of serving in Winnfield and throughout Louisiana with the installation of the new year’s Executive Board. Serving as Directors are (L to R) Mrs. Gayle Gilcrease and Kimberly Nation; President for a second term, Kim Bruce; President Elect, Mrs. Theresa Hendrix; Secretary for a second term, Michelle Nugent and Treasurer for a third term, Mrs. Lisa Price.

Mrs. Gilcrease has been a member of Pilot for 25 years, Kim Nation 6 years, Kim Bruce 6 years, Mrs. Hendrix 16 years, Michelle Nugent, 4 years and Mrs. Price, 15 years. The club thanks all these women for their dedication and service.

The Winnfield Pilot club celebrates its 73rd year of volunteering time and service as a priceless gift to our community and is looking forward to this year’s projects. Additionally, the Pilot International organization with clubs throughout the United States as well as Japan, Africa, Canada and other nations will celebrate its 100th year of giving to those in need in times of emergency and catastrophes.

Winn Parish LDH COVID Weekly Update 8/13/20

According to the Louisiana Department of Health website on August 13, 2020, Winn Parish reported 43 new cases of COVID 19 this week, bringing the parish total of people who have tested positive to 453. There have been no additional deaths in Winn Parish this week keeping the parish total at seven.

The latest Nursing Home Report dated  August 12, 2020, reflects Winnfield Nursing & Rehab has 16 new cases among residents and 6 new case among staff in the last week. Autumn Leaves Nursing & Rehab Center reported 0 new cases among residents and 1 new case among staff.
